Angola’s Strategic Vision For the Agribusiness Sector

Government of Angola has prioritized to ensure import substitution in food production. A program to support the purpose – Production, Diversification of Exportations and Importations Substitutions (PRODESI) is main among the 83 programs of the Government’s National Development Plan (NDP) for the year 2018/2022 period. The programs are focused on;

  • Family farming
  • Development of commercial agriculture
  • Construction and rehabilitation of irrigation projects

The World Bank has extended loans to Angola for the growth and development in Agricultural sector with a financing of US$230 million in 2018 for projects investing in commercial agricultural development.

Strategic measures

  • Introduction of mechanisms that promotes an accelerated and progressive decline in the needs of imports and the consequent growth of domestic production, leading, in the short term, to a residual value for the import of corn meal. Wheat flour, rice and vegetable oils
  • The required processing for any of the products of the basic food basket should take place locally. Provisions to be made by the Province, so that private entities can invest in the setup of the necessary industries for grinding, peeling, extrusion, refining, packaging, packing, bagging and reuse of by-products
  • Economically viable investment portfolio should be channeled to the industrial development parks and to the rural industry parks closest to agricultural raw materials or markets.
  • With the transformation of products into a basic food basket, it would enable deeper involvement in the entire value chain.

Target setby Government on Agriculture

  • Introduction of mechanisms, such as localised farming and processing of the products in the Basic Food Basket, to help reduce the needs of imports and the consequent growth of domestic production leading, in the short term, to a residual value for the import of corn meal, wheat flour, rice, vegetable oils and poultry
  • The required processing for any of the products of the Basic Food Basket should take place locally State support so that private entities can invest in the setup of the necessary industries for grinding, peeling, extrusion, refining, packaging, packing, bagging and reuse of by products
  • The investment whenever economically viable, should be channeled to the industrial development parks and to the rural industry parks closest to agricultural raw materials or markets
